With reference to the conference held at this
Office on the 12th. instant respecting the proposals
for an alteration of the present system of registration
of British Companies trading at Shanghai, I am directed
by Secretary Sir E. Grey to state that he sees no
objection to the immediate enactment of the Consolida-
ting Companies Ordinance proposed by the Hongkong
Government, draft of which was enclosed in your letter
No. 24,344 of the 16th. ultimo; but that it is not
considered that the Ordinance would in its present
form satisfy the needs of the Shanghal Community, or
justify the Secretary of State in abandoning the scheme
outlined in the letter of August 28th. from this Depart-
ment to the Board of Trade for enabling British Compan-
ies to obtain all the benefits of local registration
in Shanghai, though actually incorporated in London.
